This question is in reference to the new Illinois concealed carry law. It is my
understanding that the new law preempts the regulation of handguns
exclusively to the state. It is also my understanding that the City
of Chicago bans laser sights.
I would like to know if a person carrying a firearm with an integrated
laser sight could be subject to any criminal penalties or seizure of
property, if they were to carry a firearm with an integrated laser, in
the City of Chicago under an Illinois Concealed Carry license?

There are a number of subcompact handguns that have "built in" laser sights such as subs designed by S&W, the XD9, other co.'s.
Regarding the laser sights, the CPD Chief McCarthy is still ordering his officers to seize and the owner forfeits their ownership of the weapon. (I have a copy of the "order" in .pdf format if you would like one, email me.)(Department Notice D13-10)
Your case would then most likely have to be litigated in the courts. This is a new and unexplored area in Illinois law, The courts and how they interpret the City Municipal Code will have a heavy impact on the new CCL law.
I would advise against carrying so not to be the "guinea pig", test case for the State/County/City.
