when admitted for a suicide attempt a letter that was not addressed or signed to anyone that had been written was shown to the medical doctor on duty, this letter was supposed to be turned over to the psychiatrist, instead the doctor, without the patients knowledge, or approval, turned it over to child protective services. This person was arrested. were his rights violated?, did the doctor break the privacy act.

Doctors are mandatory reporters where child abuse or endangerment is suspected. What privacy act are you referring to?
