Define "find". You can evolve feebas to get it. Personally, I find it easier to catch one in Ruby, Sapphire or Emerald, because it's even harder to catch in Pearl or Diamond. You can catch a Feebas in Pearl or Diamond in Mt. Coronet (B1) on 4 random tiles that change every day (if you're lucky to find it, catch at least two, because it probably won't be there again!). The way you know is if you use a super rod. If after 3 uses you haven't seen it, it probably isn't in that spot. In RSE, you can find it in 6 different tiles on route 119, which you can change by changing the trendy saying (don't ask, bother the kid by the last house in Dewford, and he'll explain). Catch one (or some) and migrate them, and, blamo!, you've got feebas. you think that's hard, evovling it is harder. Feebas becomes Milotic only if you enhance it's beauty by feeding feebas pofins, blue pofins. They have to be very high level pofins, so be careful when you feed your feebas. You can only feed a Pokemon so many pofins, and once the feebas is full, it won't eat more. If you get enough, it'll evovle as soon as the beauty is high enough.
