Does montana have a right to inforce child support with germany? Germany being the one requesting the money for someone who has never had citizenship.

Yes, as far as I know. Germany and most of the US states have enforcement agreements. Child's or other parent's citizenship doesn't matter as far as I know. The child has a right to support from its parents. As long as the child is eligible for support under Germany's law, Germany can work with any US state (with which it has an agreement) in which the other parent resides.
