If you get picked up by a cop and he gives you a warning do you get put into the system?

If you get picked up by a cop and he gives you a warning do you get put into the system?
In some places this is at the officers' discretion if he did not run your plates or check you for Wants & Warrants.Like if you parked just a smidge too close to a hydrant and he just gave you a verbal scolding.
