I had an accident on may19 other driver found at fault. do not want to accept settlement offer.
how long does the at fault parties insurance have to furnish a rental car. until we can settle , or at their own discretion ? we are within $1000 settling. also do I have to release the vehicle form the wrecker storage where it was towed ,to the insurance impound lot, before we settle? They want me to let them move it so they don't have to continue to pay storage fees.

You have left out the most important information.
First of all, if you were injured at all, the best way to make sure you get way too little money and get screwed by the insurer was to talkk to them at all, and every contact further diminishes the value of your claim. If you were injured, STOP talking to the insurer and get a lawyer.
If you have property damage only, cases are easy to settle. You cannot get more than the lesser of the cost of repair or the present book value of your vehicle. Rental car for a reasonable time also can be added, as can dimunition of value. If you delay settlement, the rental car may end before settlement.
Your delay, if you are the delay, may also diminish their offer as their storage fees mount.
In other words, if you were injured, stop everything and get counsel immediately.
Otherwise, a reasonable settlement is simple if you do proper homework as to repair costs and book value (check NADA and Kelley).
