How do adjust how much the front and back brakes stop?
There is a device called a proportioning valve that adjusts how much hydraulic pressure the front and rear brakes "see". These valve can be factory preset or adjustable.
On a race car, these valves are needed to get the most stopping and cornering performance. These cars may not have anitlock brake systems. Depending on the car set up, track and driving style-- the valve is set to give as much/little brake pressure to rear wheels without lock-up.
